Given that weddings, baptisms and funerals are highly significant events in anyone’s life, and having assessed the epidemiological situation, at its meeting on 6 July this year, the Cabinet approved relaxed conditions specifically for organising these important events.

If the cumulative number of Covid-19 cases over 14 days per 100 000 inhabitants is below 100, and until it exceeds 120, weddings, funerals and baptisms may be organised for groups organised in a separately enclosed room or area, provided that visitors or guests are:

  • persons holding a valid vaccination certificate;
  • persons holding a valid certificate of recovery;
  • persons holding a valid test certificate (confirming that the person has undergone a Covid-19 test detecting SARS-CoV-2 viral RNA within the previous 48 hours and the result is negative, or that a SARS-CoV-2 antigen test taken within the previous six hours is negative);
  • children under 12 accompanying the aforementioned persons (without certificates).

When organising these events, it must be verified at the entrance that the persons present hold valid certificates; persons without certificates may not be present at the event venue, whether indoors or outdoors.

In addition, the following safety requirements must be observed when organising these events:

  • employees involved in providing the services must also hold a valid vaccination certificate or a valid certificate of recovery;
  • no more than 250 persons may participate in the event, excluding service providers/employees;
  • indoors, at least 4 m2 of the publicly accessible floor area of the service provision venue available to visitors must be provided per person; outdoors, sufficient space must be provided at the service provision venue so that service providers and recipients can freely observe a distance of 2 m and crowding is prevented;
  • if catering services are provided, no more than 10 adults may sit at one table indoors, excluding minors (but no more than 20 persons in total), while outdoors no more than 20 adults may sit at one table, excluding minors (but no more than 30 persons in total);
  • during the provision of catering services, all epidemiological safety requirements for catering services specified in Cabinet Regulation No. 360 must also be observed, except for restrictions on operating hours;
  • the number of commonly used surfaces and objects must be reduced as far as possible; surfaces, including equipment and work tools, must be cleaned and disinfected regularly, using alcohol-based hand and surface disinfectants (containing at least 70% ethanol);
  • visitors must have access to alcohol-based hand disinfectants (containing at least 70% ethanol);
  • regular ventilation of the premises must be ensured (ensuring that the carbon dioxide (CO2) level does not exceed 1000 PPM (parts per million));
  • the event organiser must appoint a responsible person who organises the implementation of the specified epidemiological safety measures at the service provision venue, is continuously present at the service provision venue during its operating hours, and, at the request of an official of a supervisory or control authority, provides the necessary information on the implementation of epidemiological safety measures at the service provision venue; the responsible person must identify and indicate, in an objectively verifiable manner, the number of visitors present at the service provision venue during an inspection;
  • clearly legible, publicly accessible information must be displayed in places visible to visitors (at least at the entrance) regarding the maximum permitted number of persons who may be present at the service provision venue simultaneously, as well as the contact information of the responsible person and the direct police assistance telephone number, 110;
  • the registration of visitors and employees involved must be ensured (first name, surname, contact information). If a visitor or employee is found to have Covid-19, the personal data of visitors and employees involved will be provided at the request of the Centre for Disease Prevention and Control.

The event organiser or provider of an economic service is obliged not to provide a service to a person who fails to comply with epidemiological safety requirements.

The approved amendments to Cabinet Regulation No. 360 of 9 June 2020, “Epidemiological Safety Measures for the Restriction of the Spread of Covid-19 Infection”, can be viewed in detail on the Cabinet website.
