Facilitating the Procedure for Leasing Allotment Gardens
On Wednesday, 14 April, at a meeting of the Riga City Council, the councillors supported amendments to the regulations aimed at optimising the process of leasing allotment-garden areas and facilitating the subsequent administration of concluded land lease agreements.
The existing procedure for concluding land lease agreements has been supplemented with the possibility of extending the term of a lease agreement – this means that a new lease agreement will not have to be concluded every year. The procedure for determining the rent has also been clarified, and the terms of land lease agreements have been supplemented with a procedure for reimbursing the costs of waste management and clearing the plot of land upon expiry of the land lease agreement.
The Property Department has been authorised to review matters and give consent to the conclusion of land lease agreements for the maintenance of allotment gardens where the plots are located outside the area designated as an area for family gardens in the Riga Territorial Plan for 2006–2018, or where these plots have been included in the equivalent land compensation fund but the Riga City Land Commission has not adopted an opinion on transferring them into the ownership of the former landowner or their heir.
