Kārsava Municipality Receives the Ministry of Welfare’s Appreciation for Its Contribution to the Development of Community-Based Social Services

The Ministry of Welfare (MoW) has sent a letter to the planning regions and municipalities to express its appreciation for their high-quality work and significant contribution to the development of community-based social services.
As part of the projects*, municipalities identified members of the target groups and, by 31 December 2018, successfully ensured the commencement of community-based social service provision throughout Latvia for 650 children with functional impairments (FI) and 285 persons with mental impairments (MI).

The MoW states: “The work carried out has not only contributed to fulfilling the performance framework monitoring indicators, but, by ensuring community-based social services for people with MI and children with FI, has also provided assistance and support to Latvia’s most vulnerable groups in society and helped break down prejudices and mistaken stereotypes about these people’s ability to integrate successfully into society. We are truly pleased that, through their selfless work, they have contributed to the development of a humane, inclusive and modern society.”

Nine large and small municipalities in the Latgale region received the MoW’s appreciation – the cities of Daugavpils and Rēzekne, as well as the municipalities of Balvi, Dagda, Ilūkste, Kārsava, Ludza, Preiļi and Viļaka.

*To increase the availability of family-like and community-based social services at their place of residence for persons with disabilities and children in out-of-family care in the Latgale region, the project “IMPLEMENTATION OF DEINSTITUTIONALISATION MEASURES IN THE LATGALE REGION” is being implemented by the Latgale Planning Region in cooperation with municipalities, their children’s social care centres and the state social care centre “Latgale”. In Latvia, the development of community-based social services is coordinated by the Ministry of Welfare and implemented throughout the country – in the Latgale, Kurzeme, Vidzeme, Zemgale and Riga planning regions.
