What to bear in mind about entry permits in 2019
The period during which permits are required to enter the special-regulation zone of the city of Jūrmala resumes on 1 April.
This year, the procedure for granting permits to Jūrmala residents remains unchanged – the information system will register permits free of charge and without an application for all vehicles registered with the Road Traffic Safety Directorate (CSDD) as owned, possessed or held by residents declared in Jūrmala and by real estate owners (natural persons). Permits for vehicles owned or held by legal persons whose registered office is in Jūrmala and which are registered with the CSDD will also be granted automatically and free of charge.
Starting on 15 March, you will be able to check whether a permit has been registered automatically on the website www.jurmala.lv under Society – Permits by entering the vehicle registration number and the registration certificate number.
If a person is entitled to an exemption from or reduction of the fee, an application for a permit may be submitted from 1 March via the e-services portal www.epakalpojumi.jurmala.lv or at one of the Jūrmala City Council Customer Service Centres. When submitting an application, please remember that its processing may take up to five working days, so we encourage you not to leave it until the last moment.
It will be more convenient and quicker to submit an application for a permit or purchase a permit through the portal www.epakalpojumi.jurmala.lv, where you can not only complete the form but also pay the fee or the charge for a paid service, as payments are registered within a few minutes. The “My Permits” section of the portal will also allow you to check the validity of a permit and update permit details – for example, if you have declared your place of residence in Jūrmala or acquired real estate there, or if a new vehicle has been registered with the CSDD as owned or held by you.
If a Jūrmala resident (a person declared in Jūrmala or a real estate owner – a natural person) uses a vehicle that is not registered with the CSDD in that person’s name, a permit for the vehicle in use may be obtained only in the cases specifically provided for in Jūrmala City Council Binding Regulation No. 1 of 12 January 2017, “On the Entry of Vehicles into the Special-Regulation Zone in the Administrative Territory of the City of Jūrmala”, by submitting an application and paying the document-processing fee.
We would also like to inform you that amendments have been made to the binding regulations “On the Entry of Vehicles into the Special-Regulation Zone in the Administrative Territory of the City of Jūrmala” (effective from 15 December 2018).
Changes to the binding regulations
· A new type of permit valid for 90 days (the fee is EUR 55 for a vehicle with a gross weight of up to 3.5 tonnes and EUR 110 for a vehicle over 3.5 tonnes). As permit names are now formed according to a unified principle, the names of weekly and monthly permits have also been clarified by replacing them with the corresponding number of days (the fee remains unchanged). Thus, there are currently five types of permits available at the full fee: for one day, seven days, 30 days, 90 days and the entire fee period.
· Regardless of the time at which a permit is purchased or issued, it is valid from 00:00 on the day of purchase or issuance (this is convenient for vehicle drivers who purchase or issue a permit after entering Jūrmala). Until now, this principle applied only to the one-day permit (EUR 2), but from now on the aforementioned validity period will apply to all permits.
· Free permits are also granted for vehicles owned or held by participants in the clean-up of the consequences of the Chernobyl nuclear power plant accident, provided that the vehicles are registered with the CSDD. The permits will be registered automatically on the basis of information in the database of the state-owned company “Pauls Stradiņš Clinical University Hospital”.
