On Monday, 22 February, Minister for Environmental Protection and Regional Development Artūrs Toms Plešs convened a meeting of the ministry’s responsible officials and specialists from subordinate institutions to discuss the possible extent of the spring floods and further action.

In the event of flooding, in accordance with the competences arising from the State Civil Protection Plan, several related institutions carry out flood prevention measures, primarily the Ministry for Environmental Protection and Regional Development, the “Latvian Environment, Geology and Meteorology Centre” (LVGMC), local governments, civil protection commissions of local government cooperation territories, the State Fire and Rescue Service, Latvenergo, the State Police, municipal police and others.

The information currently available to the LVGMC indicates that the maximum spring flood water levels and discharges, as well as the onset of ice breakup, will depend on how rapidly spring conditions develop and on the amount of precipitation in February and March. Under favourable meteorological conditions—gradual and slow temperature increases and low precipitation—the flood process could proceed slowly without sudden changes in water levels that would cause flooding. However, during the spring flood period, frazil ice accumulated beneath the ice cover may complicate ice breakup.
