On Monday, 13 June, Aigars Strupišs, Chair of the Council for the Judiciary, met with judges of the Kurzeme
Regional Court to discuss current issues concerning the Council for the Judiciary and the work of the courts.
Aigars Strupišs, Chair of the Council for the Judiciary, informed the judges of the Kurzeme Regional Court about
the priorities of the Council for the Judiciary in 2022 and its strategic objectives. The judges expressed
support for strengthening the institutional independence of the courts, as well as the capacity of the Council for the Judiciary.
In view of the conduct of participants in proceedings during court hearings, which can also be aggressive and
unlawful, the judges called on the Council for the Judiciary to pay increased attention to security issues
in the courts and to the existing regulations governing the maintenance of order during court hearings.
During the meeting, current issues concerning judicial self-governance institutions were discussed. A. Strupišs called on
the judges to actively express their views on improving their work. Issues concerning the selection of candidates
for the position of a regional court judge were also discussed, as well as the need to approach
potential candidates about working as judges.
The judges of the Kurzeme Regional Court drew attention to the need to strengthen the court’s support
staff in the field of legal research, as well as to provide more extensive training for judicial assistants.
Chair of the Council for the Judiciary Aigars Strupišs discussed with the judges the possibility of continuing to allow
cases in regional courts to be heard in written proceedings.
Discussing the functionality of the e-Case system with the judges, they noted that its operation currently
complicates the work of judges and court employees because the e-Case platform is not functioning fully. In summer,
training is also planned to improve skills in using the e-Case platform.
During the discussion with the judges, the need to inform the public and the mass media about significant court judgments
was also discussed.
The judges of the Kurzeme Regional Court also expressed their appreciation for regular in-person meetings with
members of the Council for the Judiciary to discuss current issues concerning the Council for the Judiciary and the courts.
The Council for the Judiciary participates in developing the policy and strategy of the judicial system, as well as in improving the organisation
of the work of the judicial system. Therefore, in order to ensure a high-quality and direct dialogue with the courts,
members of the Council for the Judiciary have already embarked on regional visits to the Latgale Regional Court, the Zemgale
Regional Court and the Vidzeme Regional Court. Members of the Council for the Judiciary will also visit the Riga
Regional Court and the Administrative Regional Court, as well as district (city) courts.
