Starting 1 April, a fee is payable for entering Jūrmala; motorists urged to purchase permits electronically

On Friday, 1 April, the period resumes during which a €2 fee is payable for entering Jūrmala. The municipality urges motorists to purchase permits electronically: on the jurmala.lv website, or via the “Mobilly”, “Europark” or “Citadele” mobile applications. It is also possible to sign up to receive a permit reminder by email by registering in the “Permits” section.

The municipality reminds residents that it is not possible to pay with cash at the permit machines at the entry points to Jūrmala in Priedaine and Vaivari; payment can be made only by bank card or contactless payment methods (mobile phone, wristband, smartwatch, etc.). Cash payments for permits will still be accepted at the permit machines in the city: at the “Rimi” supermarket in Lielupe, near Dzintari Concert Hall, in the Majori car park and near Dubulti Station.

A permit may also be paid for after entering the city, but it must be purchased on the date the vehicle entered Jūrmala, by 23:59, or earlier. A single-day permit allows an unlimited number of entries into the special-regime zone on the date for which the permit was purchased. It is important to remember that the vehicle registration number must be entered correctly when purchasing a permit. The permit is valid only for the specific vehicle whose registration number was provided when the permit was purchased.

To avoid forgetting to purchase a permit, it is possible to sign up to receive a reminder by email. If a vehicle has entered Jūrmala without a permit having been purchased, a reminder will be sent to the registered email address that same evening between 19:00 and 23:30, allowing time to purchase the permit and avoid a fine. Longer-term permits are also available: for 7, 30 or 90 days, and for the entire period. For vehicles with a gross weight of up to 3.5 tonnes, a permit costs €10 for 7 days, €31 for 30 days, €55 for 90 days and €107 for the entire period.  For vehicles with a gross weight exceeding 3.5 tonnes, the permit fees are €12, €43, €110 and €213, respectively.

Car parks in Jūrmala, in places where parking is permitted, are free of charge, except for private car parks.

The entry fee does not apply to electric vehicles or vehicles adapted for a disabled driver and registered as such with the Road Transport Administration (CSDD).

Permits can be obtained at the Tourist Information Centre at 5 Lienes Street in Majori or at the municipal police station at 2 Dubultu Avenue in Dubulti (on weekends and outside working hours). A person with a disability themselves (a Category I disabled person or a disabled person with reduced mobility) may arrange a free permit for the entire season for one vehicle registered in their ownership, possession or custody through the epakalpojumi.jurmala.lv portal free of charge. Free permits are also available for vehicles registered as owned or held by participants in the elimination of the consequences of the Chernobyl Nuclear Power Plant accident. To arrange one, a person who has been granted participant status in the elimination of the consequences of the Chernobyl Nuclear Power Plant accident must complete an application and submit it to the municipality, sending it by post or email.

Monitoring of permit purchases is fully automated. Video devices record the registration numbers of vehicles entering the city, after which the database is checked to determine whether a permit was purchased for the vehicle by 23:59 on the day of entry. The fine for violating the permit regime is €50.

The entry fee in the administrative territory of the City of Jūrmala has been in force since 1996. The entry fee is established in accordance with binding Regulation No. 1 of the Jūrmala City Council of 12 January 2017, “On the Entry of Vehicles into the Special-Regime Zone in the Administrative Territory of the City of Jūrmala”.
