Community-based services made more accessible

The conditions for people with disabilities and children have been improved, and community-based services have been made more accessible. For example, several restrictions on receiving services have been lifted, including allowing reimbursement of the costs of consultations to be covered according to their actual costs. The number of times children and their legal representatives may receive social rehabilitation services has also been increased.

This is provided for by the “Amendments to the Regulations of the Cabinet of Ministers No. 313 of 16 June 2015, ‘Regulations on the Implementation of Measure 9.2.2.1 ‘Deinstitutionalisation’ under Specific Support Objective 9.2.2 of the Operational Programme ‘Growth and Employment’, ‘Increasing the Availability of High-Quality Social Services in a Person’s Place of Residence as an Alternative to Institutional Care and Services Approximating a Family Environment for Persons with Disabilities and Children’” adopted at the Cabinet meeting on Tuesday, 15 June.

From now on, the two-year limit on receiving services for people with mental disorders has been lifted, and the time limits for providing social mentor services have also been abolished. The costs of consultations with other specialists (except psychologists) will be reimbursed according to the actual costs (currently, according to the unit-cost methodology).

The number of times children with functional impairments may receive social rehabilitation services has been increased. For children aged 5 to 17 years (inclusive), the number has increased from 10 hours per week to 80 hours per month; the number of social rehabilitation services provided to children’s legal representatives has also been increased from 20 to 40 service sessions.
