Connection to Water Supply and Sewerage Networks

Municipal support is available for connecting to the city's water supply and sewerage networks.

Individuals whose properties are located near newly constructed city water supply and sewerage networks may use municipal support to connect to them.

Water supply and sewerage networks have been constructed on the following streets:

ĶEGUMS
Daugavgrīvas, Kastaņu (sewerage only), Komunālā and Lazdu (sewerage only) streets.
Kuģu, Lāčplēša, Rīgas and Upes streets, Liepu Avenue, Stacijas Square.
Aizvēja, Pakalnes, Pļavas and Priežu (not along its entire length) streets, Staru Street.
Birzes (not along its entire length), Celtnieku, Rasas and Siguldas streets.
Ogres, Skolas and Smilšu streets.

REMBATE
Birzes, Dārza, Kaktu, Ķeguma, Lejas, Lielvārdes, Liepu, Meža, Pļavas and Sporta streets.

Since 21 December 2016, Binding Regulation No. 25/2016, “Procedure for Granting Co-Financing by the Ķegums Municipality for Connecting Real Properties to Centralised Water Supply and Sewerage Networks”, issued pursuant to Paragraph Six of Section 6 of the Water Management Services Law, has been in force. These binding regulations establish the procedure by which the Ķegums Municipality grants co-financing for connecting real properties owned by individuals within its administrative territory to centralised water supply and/or sewerage networks, with the aim of promoting the improvement of sewerage and water supply networks and reducing environmental pollution.

Both the owner or possessor of a real property and the tenant of the land belonging to a real property may apply for municipal co-financing. It should be noted that construction of a connection with municipal co-financing includes the construction of water supply or sewerage networks on the applicant’s real property to connect the respective water supply or sewerage systems, directly or indirectly, to the connection points of the main lines of the centralised sewerage or water supply networks. As understood here, construction of a connection does not include the construction or reconstruction of internal domestic sewerage or water supply systems.

Co-financing is granted in the order in which applications are received, within the financial resources allocated for this purpose in the municipality’s budget for the relevant year. Co-financing is granted in the amount of EUR 40 per metre for the construction of each connection to both the water supply and sewerage networks, but not more than EUR 800 per connection.

To receive co-financing, an application must be submitted to the municipal limited liability company “Ķeguma Stars”. A copy of a document confirming ownership of the real property must be attached to the application.

Within two weeks of receiving the application, SIA “Ķeguma Stars” inspects the site and prepares Technical Specifications, which specify the conditions for constructing the connections and the length of each required connection—the number of metres needed to connect the water supply or sewerage systems to the centralised sewerage or water supply networks. SIA “Ķeguma Stars” submits information about the applicant, together with all supporting documents and its opinion, to the Ķegums Municipality Council’s Economic Affairs Committee. The Council decides whether to grant or refuse co-financing on the basis of the recommendation of the Economic Affairs Committee.

If the Council’s decision to grant co-financing is positive, the municipality prepares and offers the applicant a written agreement on the procedure for receiving co-financing within 10 working days. To receive co-financing, the applicant must construct the connection in accordance with the laws and regulations governing construction, the technical specifications issued by SIA “Ķeguma Stars”, and complete the work no later than three months from the date of conclusion of the agreement, unless a longer period has been specified in the Council’s decision to grant co-financing.

After the connection has been constructed, the applicant informs SIA “Ķeguma Stars”, which immediately inspects the connection, seals the commercial metering device, concludes an agreement for the provision of sewerage and/or water supply services, and submits to the municipality an opinion confirming compliance with the conditions for receiving co-financing for the connection. After receiving this opinion, the municipality transfers the co-financing to the bank account specified by the applicant.

The binding regulations apply only to newly constructed connections.
