In supporting the amendments proposed by the Ministry of Education and Science to the regulations on epidemiological safety measures to limit the spread of Covid-19 infection, the government has decided to expand the range of organisers of outdoor sports competitions. The restriction preventing children under the age of 7 from participating in sports competitions has also been lifted, and the required water-surface area for implementing swimming instruction programmes has been reduced.

As long as the cumulative number of Covid-19 cases over a 14-day period does not exceed 120 per 100,000 inhabitants, 6 m2 of pool area per student will have to be provided for implementing swimming instruction programmes, instead of the current 15 m2  . This means that 7 students will be able to learn to swim simultaneously in a swimming instruction pool with an average area of 40 m2 (currently – 3). The requirements for other public-use swimming pools remain unchanged.

The amendments to the regulations also expand the range of organisers of outdoor sports competitions – from now on, competitions held outdoors may be organised by any person, including municipalities. Until now, competitions could be organised only by sports federations recognised in accordance with the procedure set out in the Sports Law or their legal members.

The age limit for children participating in outdoor sports competitions is also being lifted – from now on, athletes under the age of seven may also participate in competitions. The other epidemiological safety requirements remain unchanged.

If the cumulative number of Covid-19 cases over a 14-day period exceeds 120 per 100,000 inhabitants, the legal framework currently included in the Cabinet of Ministers regulations will again apply with regard to the legal status of the organiser of outdoor sports competitions, the age of athletes, and the provision of water-surface area for swimming instruction programmes.

The draft Cabinet of Ministers regulation “Amendments to Cabinet of Ministers Regulation No. 360 of 9 June 2020, “Epidemiological Safety Measures to Limit the Spread of Covid-19 Infection”” was approved by the government today, 14 July 2021, and is available on the Cabinet of Ministers website.
