The state limited liability company “Real Estate Properties of the Ministry of Agriculture” (ZMNĪ) successfully participated in the competition “Latvian Construction Award of the Year 2020”, organised by the association “Building Design and Construction Council”, and won first place in the nomination “Reconstruction of an Engineering Structure” for the reconstruction of the Gauja–Daugava Canal.
Using funding from the European Regional Development Fund (ERDF), ZMNĪ reconstructed a nationally significant drainage channel—the Gauja–Daugava Canal. The aim of the project was to reduce the risk of flooding in Ādaži Municipality and increase the safety of the municipality’s residents, thereby promoting business development in the area and improving residents’ quality of life.
The Gauja–Daugava Canal was built by 1903. The canal was last reconstructed in the 1980s and the early 1990s.
The reconstruction of the Gauja–Daugava Canal is essential for the existence of Ādaži Municipality and its protection against flood risks. As a result of implementing the project, the flood risk in the territory of Ādaži Municipality has been reduced, while the value, attractiveness and productive use of the natural area in Latvia’s rural territories have increased. The Gauja–Daugava Canal will protect 290 hectares of flood-risk territory in Ādaži Municipality from flooding, and the flood risk will also be reduced for approximately one thousand residents of Ādaži and Garkalne municipalities.
As a result of the project, the Gauja–Daugava Canal was reconstructed over a length of 3.142 km, including the following main works: excavation of the canal and levelling of the excavated soil, approximately 33,600 cubic metres; pumping soil from the lake (deepening the sedimentation section), separating it and transporting it to the shore for disposal, approximately 5,100 cubic metres; removal of overgrowth across an area of approximately 12 hectares; demolition and dismantling of structures, approximately 1,200 cubic metres; construction of bed reinforcement along the entire length of the canal (3,124 metres), including 8,300 cubic metres of crushed-stone fill, 44,400 square metres of geotextile, 5,500 square metres of plastic sheet piles and 61 tonnes of metal sheet-pile walls; reconstruction of the water-level regulator; and construction of a screw-type hoist with an electric drive and gate.
The reconstruction of the canal ensured the creation of an environmentally friendly element of the drainage system: the sedimentation section of the lake was cleaned and existing sediment was removed from the lake, while environmentally friendly and energy-efficient lighting was installed. Fragments of the bank supports of the historic Stoney sluice were preserved.
The reconstruction works on the Gauja–Daugava Canal were carried out from June 2018 to January 2021. The total cost was EUR 3.37 million, including EUR 2.87 million in ERDF funding and EUR 0.5 million in state budget funding. The authors of the construction design were the state LLC “Meliorprojekts” and LLC “DOMA”; the contractor was the “R-IGA” joint venture (LLC “Riga rent” and the Road Construction Company “Igate” LLC); and the construction supervisor was “Profecto”.
